Why do different states and different bits of Royal Life back two different water safety programs - namely, 'Keep Watch' and 'Watch Around Water’?

Watch Around Water is adopted by public swimming pools that agree to Royal Life's public pools safety standards and Keep Watch is targeted at Mum's and Dad's at home pools.
Public pools are trying to educate the public that they have a responsibility to recreate safely in public pools and that lifeguards are there as a preventative action. It also shifts the risk away from the Local Council.
